Open call to submit information, proposals and views on the future of the European Court of Human Rights

The Council of Europe’s Committee of Experts on the Reform of the European Court of Human Rights is holding an open call for information, proposals and views on the issue of the longer-term reform of the system of the European Convention on Human Rights and the European Court of Human Rights.

This process follows on from the Brighton Declaration, adopted in April 2012, where the Member States were invited to examine the future of the Convention system and the role of the Court. The proposals and views can concern the future role of and challenges to the European Convention on Human Rights and the European Court of Human Rights, the development of the Court, execution procedure of the Court judgments or, for example, award of just satisfaction for violations of the Convention.

The consultation process is open to everyone. The contributions, for the submission of which a special form has been created on the Council of Europe website, must be submitted by 12 p.m. (CET) on 27 January 2014 to the Council of Europe either in English or in French. Contributions received after that will not be taken into account.

The said committee will handle the proposals in a working group that consists of representatives of Member States and external experts. The working group may invite people whose contributions it finds especially interesting to submit additional information or to participate in the meetings of the working group. The results of this process will eventually be included in a report of the Steering Committee for Human Rights (CDDH), to be submitted by 15 April 2015 to the Council of Europe Committee of Ministers.

The Ministry for Foreign Affairs encourages people to submit information, proposals and views on the future of the Court system in accordance with the closer instructions given in the submission form on the Council of Europe website, and to disseminate information about this process as widely as possible.
